Responsibilities

The Manager – Enterprise Data Services will lead a team responsible for building and maintaining high quality foundational data products that drive operational decision making, clinical value and enable HarmonyCares’ mission to provide high quality personalized healthcare in the home for those who have difficulty accessing care. This role will be responsible for overseeing the end-to-end delivery of data products, leading a team of Data Analysts/Engineers and partnering with engineering and other stakeholders to ensure the successful delivery of high-quality data products that meet business objectives, ensuring the efficient and effective operation of data processing related to enterprise systems including the data warehouse, data repository, and data-related to client operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manages a team responsible for the design, implementation, and maintenance of data products and processes for Value Based Care Payer Contracts including standardized payer claims data models and payer reporting
  • Communicates with consumers regularly on data related processes including on schedule, roadmap and changes in membership volume
  • Collaborates with other departments to gather data requirements, implement new payer contracts, and build data assets that provide support to analytics, business intelligence, and decision-making processes
  • Co-creates project goals and timelines across the team and with stakeholders
  • Constructs and executes a prioritization framework by taking in a range of inputs and prioritizing backlogs based on benefits, feasibility, and expected ROI; articulates the tradeoffs and priorities to leaders and team members
  • Develops deep understanding of user needs and refines/articulates new solution features to address those needs
  • Counsels teams leveraging frameworks (e.g., scrum) that organizes teamwork and interactions using agile tools and metrics focusing on data-driven prioritization and value-driven outcomes
  • Demonstrates understanding of Acceptance Test Driven development, DevOps principles (e.g., automation, CI/CD, SDLC), data/system integration needs, and connections with adjacent products/services
  • Leverage understanding of non-functional product requirements to build holistic roadmaps (e.g., engineering, architecture, security, and access control)
  • Design solution capabilities to meet technical and operational needs (e.g., resilience, scalability, performance, reliability)
  • Develops and implements data policies, procedures, and best practices to ensure data quality, security, and availability
  • Monitors and troubleshoots data processing systems and infrastructure to ensure data is processed accurately and efficiently
  • Provides leadership and guidance to team members, including hiring, training, mentoring, and performance management

Qualifications

REQUIRED Knowledge, Skills and Experience

  • Bachelor's degree or equivalent experience in Computer Science, Data Science, Information Systems, or a related field.
  • 5+ years of experience building data products and managing data operations
  • Understands business needs, strategic objectives, processes, how data and analytics are used, and the link between data and analytics strategy and business strategy
  • Able to simplify and streamline solution delivery by breaking down complex features, identifying the riskiest assumptions, and flagging potential dependencies
  • Extensive experience with SQL and Databricks with a strong understanding of Agile development, Production Operations, and SDLC principles
  • Demonstrated experience in data quality in a production operations setting
  • Data security and the appropriate care of sensitive patient information
  • Strong leadership, project management, and interpersonal skills
  • Continuous improvement mindset and a desire to always be growing their technical knowledge and leadership acumen
  • Familiarity with healthcare data privacy regulations preferred
  • Experience with Healthcare data, interoperability (eg: HL7, CCDA etc.) preferred
  • Familiarity with CMS data – Medicare/Medicaid Programs and payer claims data preferred

Preferred Knowledge, Skills and Experience

  • Prior experience with cloud-based data warehouse platforms and tools, particularly Databricks and DBT
